The Case

Ken "Tokyo Joe" Eto was the highest-ranking Asian American mobster in the Chicago Outfit mafia. He ran Asian gambling operations for the Chicago Outfit until the FBI busted his business and indicted him. Eto's boss, Rush Street Captain, Vincent Solano, ordered a hit on Eto to keep him from spilling all he knew about the Chicago Outfit. Hitmen Jasper Campise and John Gattuso failed in their attempt to kill Eto and ended up tortured and murdered in a case that remains officially unsolved.

While recovering in the hospital, Eto agreed to work with the FBI to bring down the Chicago Outfit but only if he could work with rookie agent Elaine Smith. The FBI agreed, and in 1983, Eto testified against the Chicago mob and helped put fifteen mobsters and their associates, including corrupt police officers, in prison. After the trial, Eto went into the Witness Protection Program but remained in contact with Elaine Smith.
